The year 2025 marks the 50th anniversary of the establishment of diplomatic relations between China and the European Union. In 2026, China and Cyprus will celebrate the 55th anniversary of their diplomatic relations and the 5th anniversary of their strategic partnership. Cyprus will also assume the rotating presidency of the Council of the European Union in the first half of 2026. Against this background, in October 2025, we — representatives from the media, governments, universities, think tanks, and enterprises of China, Cyprus, and European countries — gathered in Nicosia to attend the China–Cyprus–Europe Media Forum. Under the theme “Era of Great Transformation: A Shared Future for Humanity-Deepening Media Exchanges and Cooperation, and Jointly Shaping a Bright Future for China-Cyprus and China-Europe Relations”, we held in-depth discussions on topics of “Media Interactions and Cooperation Boost the Development of China-Cyprus and China-Europe Relations”, “Media’s Shared Social and International Responsibilities in the Era of Great Transformation”, and “Media Development with AI Empowerment: Cooperation and Regulation”. We believe that in a world fraught with turbulence and transformation, humanity shares a common future and must work together to face challenges and make the world a better place. China and Cyprus media share extensive common interests and values. It is important to uphold mutual respect, build trust, deepen openness and cooperation, and achieve win–win outcomes. The media are recorders of the times, communicators of mutual understanding, and promoters of inter-civilization dialogue. Amid profound global changes and a complex public opinion environment, the media of China, Cyprus, and Europe need to adopt a more open, reasonable, and responsible attitude, strengthen cooperation, build consensus, and pool efforts to promote the common values of humanity and contribute to building a community with a shared future for humanity. In this context, the forum reached the following consensus: I. Deepen Media Interactions and Cooperation to Advance the Development of China-Cyprus and China-Europe Relations We are of the view that the media need to act as active builders of China-Cyprus and China-EU relations, helping to enhance mutual trust and understanding, foster consensus, and lay a sound foundation of public support for the steady growth of bilateral relations. The media are expected to foster an objective and reasonable public opinion environment. The media are expected to establish closer cooperation mechanisms to promote content sharing, program exchanges, and integrated cooperation on platforms and technologies. The media are expected to focus on joint reporting and resource sharing on themes such as peace and development, scientific and technological innovation, green transformation, and people-to-people and cultural exchange. The media are expected to strengthen collaboration across media channels, expand content reach and influence through social media engagement and joint events, and break through the information cocoon. The media are expected to explore cooperation in capacity building by encouraging exchanges and mutual visits among journalists and new media professionals, so as to provide sustained momentum for collaboration. II. Jointly Shoulder Social and International Responsibilities of the Media We recognize that the media of China and Cyprus share a broad consensus on adhering to the principles of truthfulness, objectivity, fairness, and service to the public interest. We are willing to shoulder social responsibilities, accurately reflect the development journeys and social realities of our respective countries and regions, and enhance mutual understanding and trust among peoples. The media are expected to prioritize social responsibility and the public interest by fostering a reasonable and stable public opinion environment, preventing information fragmentation, social polarization, and divisive narratives, and strengthening the foundations of harmony and reason in the society. The media are expected to uphold journalistic professionalism. While covering major international and social topics, they need to ensure factual accuracy, reject misleading narratives, and resist disinformation and inflammatory rhetoric to safeguard a healthy and trustworthy international communication environment. The media are expected to build bridges for cross-cultural communication by promoting reasonable, balanced, and constructive dialogue, fostering understanding and respect among different cultures and systems, and expanding intellectual space for mutual learning among civilizations. The media need to leverage their role as a bond. In the face of global challenges, they are expected to focus on common development, disseminate the spirit of cooperation, and contribute to the wellbeing of humanity. III. Promote AI-Driven Media Development and Strengthen Regulatory Cooperation We recognize that the rapid development of artificial intelligence has greatly empowered media growth, enhancing productivity and expanding the breadth and depth of information dissemination. At the same time, we acknowledge the need to strengthen regulation to ensure that AI technologies are safe, controllable, compliant, and used for good — actively facilitating cultural exchange and protecting the diversity of world civilizations. The media are expected to explore the active application of AI technologies in journalism, language services, data analysis, and content innovation to enhance media productivity and communication effectiveness. The media are expected to apply AI in accordance with journalistic ethics and safety standards, prevent algorithmic bias, information manipulation, and privacy violations, and ensure that technological development aligns with correct value orientation and public welfare. The media are expected to support international academic and industry cooperation on AI application, share best practices, co-develop standards, and promote the safe, orderly, and sustainable development of intelligent media. IV. Build Media Bridges for a Community with a Shared Future for Humanity We call for open, inclusive, and reasonable global media cooperation and oppose division, confrontation, and information barriers. We are convinced that by strengthening cooperation based on truth, reason, and goodwill, the media will inject lasting momentum into world peace and human progress. This Declaration embodies the shared vision and responsibility of all participants of the forum. We are willing to take it as a new starting point to deepen exchanges, expand cooperation, and jointly open a new chapter in China-Cyprus-Europe media collaboration, contributing to the building of an open, inclusive, clean and beautiful world that enjoys lasting peace, universal security and common prosperity.
